UK Local Authorities Intend to Dispose of Social Clubs and Leisure Facilities to Balance Books

Based on a new study of municipal councils, English councils are planning to sell social clubs, sports centres, and shopping arcades as they bet on a fire sale of properties to stabilize finances.

Increasing Financial Pressures Prompt Asset Sales

The Key Cities Group representing major urban areas in the UK stated that 60% of councils are planning to dispose of properties to meet the escalating costs of social services for vulnerable individuals.

Councils have previously faced criticism for selling public land and land to shore up their budgets, but they contend they must proceed to generate essential revenue from asset sales or face insolvency.

This coalition noted that a high proportion of authorities seeking to generate funds from a quick sale of holdings marked “a distinct shift from 2024, when the majority (60%) of municipal officials stated they would focus on restructuring services and utilising financial reserves to weather increasing fiscal pressures.”

Detailed Examples of Planned Disposals

One local authority in Kent announced its property management strategy included the sale of a shopping centre in Rainham and a community venue in Rochester to generate £20m over five years.

  • A local golf course and commercial properties held in two English counties, which all generate rent for the authority, will also be disposed of under the strategy.

Council Tax Increases and Broader Fiscal Pressures

This research of councils in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of authorities will have to raise council taxes next April to address the growing cost of core provisions, increased rates of homelessness, and a longstanding accommodation deficit.

The authority said it will proceed with property disposals after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting creative strategies but some of these take time to achieve both better provisions and financial savings,” stated a council leader.

He added: “There are demographic pressures which will persist to increase the strains we have. As a local government body, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Trends and Projections

A survey of regional authorities recently further found council budgets being stretched by the growing number of children and older individuals needing special educational assistance.

The County Councils Network said that council deficits will hit 4.4 billion pounds a year by the end of the decade, as they grapple to manage increased demand.

Ministers have put off planned reforms to the Send system until the coming year after a white paper outlining those reforms was recently delayed.

Deprivation and Funding Gaps

According to the most recent indices of deprivation (the Index of Multiple Deprivation) for UK local authorities, many participating urban areas were among the most disadvantaged in England.

  • “Member cities like several major towns rank in the most deprived 30 nationally under the latest IMD measures,” said the report.

“Although only one key city is among the ten most deprived for disadvantaged communities countrywide, cities are much more prone to be in the worst-off 20% of England. The figures highlights the extent of difficulties facing local leaders across key cities in the coming year,” the report concluded.

“Local government leaders have been explicit about the necessity for a fair and sustainable funding system that accounts for and responds to the actual extent of deprivation and demand,” stated a council leader.

“Lacking this, local authorities will continue to face impossible choices around which essential services to allocate spend to, and which to cut, to the disadvantage of their residents.”

One in five of local authorities have reduced or weakened social care provision in the last year, the study revealed.
